Passenger car license
The goal of the car driving license course is to provide the student with the knowledge, skills and understanding necessary to maneuver and drive a car safely in traffic.
This includes:
- Understanding of traffic rules and regulations specific to cars.
- To learn to handle and control a car in a safe way.
- Develop their ability to perceive dangers and manage risks.
- To become familiar with the technical aspects of the car.
- To promote responsible and anticipatory driving to minimize the risk of accidents and injuries.
- To prepare the student to pass the theoretical and practical tests required to obtain a car driver's license.
- The ultimate goal is to ensure that the student can drive a car safely and confidently, which contributes to road safety
for themselves and other road users.
The prices includes VAT 25,5%.
Hours and content for driving licence instruction
The training for candidates for first driving licenses (EAS), which comprises 4 hour of theory lessons, is compulsory for all who are applying for a driving license for the first time.
The instruction includes 4 hours of theory training on the basic rules of traffic.
The purpose of this training is to provide the person applying for a driving license with basic information about the road traffic system, vehicle interaction and risks, factors affecting the safety of different road user groups, responsibilities and obligations associated with driving motor vehicles, and other requirements for driving safely and with good situational awareness.
For a passenger car license, you need at least 10 hours of driving instruction.
In practice, the amount of driving instruction required depends on the individual needs of the driving license applicant and the level of knowledge and skill they have previously obtained. The quantity and content of instruction and driving practice can be adjusted flexibly in accordance with the learning needs such that the minimum amount matches the above-mentioned minimum hours. The more you receive guided practice before your driving test, the better you will be prepared for independent driving after receiving your license.
Required only for those applying for a passenger car license (category B):
risk driving education
The instruction includes 4 hours of theory and 4 hours of driving that relate to the recognition and management of safety risks on the road. The driving instruction can be partly provided using a simulator (driving in the dark).
The training increases readiness for driving in difficult conditions and supports in other ways the acquisition of safe, responsible and law-abiding driving habits. In particular, the training strengthens the ability to recognize and avoid dangerous road situations and factors which may weaken the driver’s driving ability and thus increase the risk of accidents.

2. Apply for a driving license permit
There are two ways to apply for a driving license permit.
(A) Book an appointment for filling in and submitting an application form at Traficom’s service provider Ajovarma’s office.

You can obtain an application from Ajovarma.
(B) You may apply for a driving license using Traficom’s e-Service, provided that you meet the requirements for using the service. The requirements are that you have a valid Finnish ID card or Finnish passport and your own bank codes. A driving license permit is applied for, depending on the situation, in the First driving license, Upgrading a driving license or Renew your driving license service.
The driving license permit has to be valid before the student can participate in the driving examination (theory- and driving test).
3. Start with theory instruction
All theory instruction is conducted in person.
If needed, all theory lessons can be conducted online.

We also offer additional theory lessons covering the topics of driving lines and driving order, driving in built up areas, parking, driving on main roads and overtaking, which we recommend you attend. Our extra theory lessons provide you with the opportunity to deepen your understanding of traffic rules, road signs, and other traffic-related topics. This can enhance your knowledge and confidence when preparing for the theoretical test.
By participating in extra theory lessons, you can prepare more effectively for the theoretical test. This can increase your chances of passing the test on your first attempt, saving you time and money by avoiding the need to retake the exam.
Increasing your theoretical knowledge of traffic rules and safety regulations can help you become a safer and more aware driver. This can reduce the risk of accidents and injuries for both yourself and other road users.
The theoretical lessons of the risk education are mandatory and are conducted in person at Merenkurkun Liikenneturvallisuuskeskus (the slippery track).
If necessary, the theoretical lessons can be conducted online.
4. Participate in the theory test
The driving school will handle the appointment for the theory test on your behalf, or you can use

You will receive a booking confirmation to your e-mail.
You can take the theory test no earlier than one month before you turn 18 years old. If you have been granted an age exception permit, the age limit is 17 years.

Documents required for a theory test:
- A Certificate of the 4-hour training for candidates for first driving licenses (EAS), if you are getting your first driving license (sent electronically to Ajovarma)
- Age exemption certificate, if you have been granted one.
- A valid photo ID, such as a passport or a photo ID issued by the police.
- Cash/bankcard to pay the test. You can also pay for the theory test in advance through the reservation confirmation.
5. Driving lessons
Driving instruction can begin no earlier than when you have turned 16 years old.
You can start driving lessons after you have completed the 4-hour safety training (EAS).

If you cancel your driving lesson within 24-hours of the lesson starting you will be charged 50% of the fee for the lesson.

6. Driving test
You book the driving test by calling or visiting the driving school.
To take the driving test, you must have passed the theory test.
You can take the driving test once you have turned 18 or if you have an age exemption when you have turned 17.
The driving test for a passenger car driver's license is 60 minutes long.
Documents required for the driving test:
- Certificate of instruction and examination (E100). The form is available from your driving school.
- A valid photo ID, such as a passport or a photo ID issued by the police.
- Age exemption certificate, if you have been granted one.
- Cash/bankcard to pay the test.
- You can also pay the test online via the booking confirmation e-mail.
